The collision occurred shortly after two air traffic controllers signed in for their shifts. The local controller began work at 10:45 p.m. ET, while the controller in charge signed in at 10:30 p.m. ET. At the time of the incident, the local controller was managing active runways and immediate airspace, while the controller in charge was responsible for overall safety operations.
Jennifer Homendy, chair of the National Transportation Safety Board (NTSB), is leading the investigation into this serious accident. She noted that the NTSB rarely investigates a major accident where it is attributed to a single failure, emphasizing the complexity of such incidents. “Many, many things went wrong,” she stated, highlighting the multifaceted nature of the investigation.
Homendy also addressed concerns regarding the workload of air traffic controllers, describing the environment as a “heavy workload environment.” This raises questions about staffing levels and operational procedures at LaGuardia Airport. As of now, the runway where the collision occurred remains closed, although flights at LaGuardia Airport resumed the day following the incident. The investigation continues, with the NTSB working to clarify details about who was conducting the duties of the ground controller at the time of the collision.
