The Mic Mac Mall site, once an aging retail location, is undergoing a substantial redevelopment that aims to reshape the area into a vibrant urban community. Previously, the site was primarily known for its retail offerings, but expectations have shifted dramatically with the recent approval from the Halifax regional council.
On March 15, 2026, the council approved bylaw and planning changes that will facilitate the M District redevelopment. This decisive moment marks a significant shift, with plans now envisioning a mix of residential towers ranging from seven to 40 storeys, targeting an initial housing unit count of approximately 3,800, with potential capacity reaching up to 4,600 units.
The project, covering 24 hectares, includes a $5.8 million transit terminal, new road infrastructure, a multi-use path, and a parking structure. Developers 4239474 Canada Inc. and Dartmouth Properties Ltd. are set to contribute significantly, with the former planning to build 2,800 dwelling units and the latter aiming for up to 1,000 units around their office building.
Cesar Saleh, a representative involved in the project, stated that the proposal will transform the site into a complete urban community. However, this ambitious plan has not been without its critics. Concerns have been raised regarding the adequacy of existing infrastructure and park space to support the influx of new residents.
Councillor Patty Cuttell expressed worries about the implications of constructing a community for 10,000 people without sufficient parks and community infrastructure, emphasizing that such a development should meet higher municipal standards. Similarly, Shane Gushue criticized the scale of the project, calling it “straight-up greedy,” while Doug Rose remarked that it is “too large for its environment.”
Despite the enthusiasm for the redevelopment, uncertainties linger. Details remain unconfirmed regarding the adequacy of existing infrastructure to support the influx of new residents, as well as the timing and funding of necessary upgrades.
As construction is set to proceed in structured phases, the mall will remain operational during the redevelopment. The project is expected to accelerate housing delivery on a large scale, while practical decisions concerning roads, parks, and servicing will be addressed in future planning discussions.
