										<content:encoded><![CDATA[<p>Quebec is taking significant steps to modernize its consigne system, a deposit initiative aimed at improving recycling and recovery rates for beverage containers. The gradual implementation of this new deposit system has begun, with changes affecting consumers and businesses alike. Currently, there are 143 return locations across the province, with a goal to expand this number to 1,200 in the coming years.</p>
<p>The modernization effort is part of a broader initiative known as Consignaction, which aims to achieve a remarkable 90% recovery rate of all beverage containers by 2032. This ambitious target follows the first phase of modernization implemented two and a half years ago, which successfully increased the recovery rate from 2.5 billion to four billion containers annually. As it stands, the current system is able to recover approximately four billion containers each year, demonstrating a significant improvement in recycling efforts.</p>
<p>As part of the changes, machines for returning deposit bottles and cans are being gradually removed from grocery stores, shifting the responsibility to designated return locations. This transition has raised concerns among consumers about accessibility. Marica Vazquez Tagliero, a local resident, expressed her frustration, stating, &#8220;Even a kilometer is a lot when you come with your bag.&#8221; She further emphasized the need for a straightforward process, saying, &#8220;If I paid [for] five cans and I want to return them, I should have the right to do so and it should be easy for me, it shouldn&#8217;t be complicated.&#8221;</p>
<p>Currently, only aluminum and plastic containers are included in the deposit system. However, there are plans to expand this to include carton and glass containers starting in March 2027. This expansion is expected to further enhance the recovery rates and promote recycling among consumers. The initiative is not only about improving the system but also about encouraging a culture of sustainability within the province.</p>
<p>In the ongoing testing of integrated points of sale, the highest return rate recorded was 18.6%, indicating a positive response from consumers when given convenient options for returning containers. The Consignaction centers currently treat about 50% of the provincial volume, showcasing the potential for growth as more locations become available.</p>
<p>Jean-François Lefort, a spokesperson for the initiative, described the changes as &#8220;massive,&#8221; reflecting the extensive impact they are expected to have on the province&#8217;s recycling landscape. The principle behind this modernization is to encourage consumers to return empty containers after using the product at home, thereby fostering responsible consumption and waste management practices.</p>
<p>As Quebec continues to roll out these changes, the focus remains on enhancing the efficiency of the consigne system while making it more accessible for residents. The government and local organizations are working together to ensure that the transition is smooth and that consumers are well-informed about the new processes. With the ambitious goal of achieving a 90% recovery rate by 2032, the success of this initiative will depend on the cooperation of both consumers and businesses in adapting to the new system.</p>
